\"\"Am 12.11 und 13.11.2018 habe ich die protekt 2018<\/strong><\/a><\/span>, eine Konferenz und Fachaustellung f\u00fcr den Schutz kritischer Infrastrukturen, in Leipzig besucht. Neben der Ausstellung, in welcher Unternehmen ihre Produkt- und Leistungsportfolien pr\u00e4sentierten, haben Referenten in der begleitenden Konferenz die aktuellen Bedrohungen beleuchtet und auch kompetente L\u00f6sungswege aufgezeigt.<\/p>\n

In einem sehr spannenden Vortrag beschrieb Herr Herbert Saurugg<\/span><\/a>, ein Experte f\u00fcr die Vorbereitung auf den Ausfall lebenswichtiger Infrastrukturen, ein Szenario, welches man sich eigentlich kaum vorstellen mag, aber welches dennoch immer gegenw\u00e4rtig ist – den Ausfall wichtiger Infrastrukturen. Also\u00a0 den sogenannten „BLACKOUT“.<\/p>\n

Europaweiter Ausfall der Infrastrukturen<\/h4>\n

Hierbei bezog er diesen Ausfall nicht auf eine bestimmte Region eines Landes, sondern auf einen europaweiten Ausfall kritischer Infrastrukturen und dessen Folgen.<\/p>\n

In anschaulicher Art und Weise erkl\u00e4rte Herr Saurugg die drei Phasen eines Blackouts und was ein solcher f\u00fcr die Gesellschaft bedeutet. Er sprach vom Ausfall des Stromnetzes, der Telekommunikation, der Lebensmittelversorgung und vielem mehr.<\/p>\n

Das Erschreckende dabei ist die Feststellung, dass eigentlich niemand so richtig auf ein solches Ereignis vorbereitet ist. Die Vielzahl der Menschen w\u00e4re nicht im Stande, sich \u00fcber mehrere Tage bis Wochen mit dem Notwendigsten zu versorgen.<\/p>\n

\n

Beispiel: Pharmazeutische Versorgung<\/h4>\n

Nimmt man beispielsweise nur die pharmazeutische Versorgung, so w\u00e4re die Funktionsf\u00e4higkeit dieser Versorgung schon nach 24 Stunden extrem beeintr\u00e4chtigt.\u00a0 Menschen mit Diabetes w\u00e4ren nicht mehr in der Lage, sich mit dem lebenswichtigen Insulin zu versorgen. Es w\u00fcrde auch zu dramatischen Engp\u00e4ssen im Bereich von Blutprodukten und Dialysefl\u00fcssigkeiten kommen.<\/p>\n

Was ist danach?<\/h4>\n

Auch wenn nach einigen Tagen die Stromversorgung wieder hergestellt werden kann und die einzelnen Infrastrukturen wieder ans Netz gehen, wird die Lebensmittelversorgung der Bev\u00f6lkerung fr\u00fchestens erst nach einer Woche\u00a0 beginnen k\u00f6nnen. Die Versorgung mit Medikamenten wird sich entsprechend l\u00e4nger darstellen, da w\u00e4hrend dem Ausfall ein gro\u00dfer Teil der Vorr\u00e4te aufgebraucht wurde und erst wieder neu produziert werden mu\u00df.<\/p>\n

Fazit<\/h4>\n

Als Konferenzteilnehmer wurde es einem bei diesem Vortrag schnell klar, dass der einzelne Mensch bei einem solchen Szenario vor einem gro\u00dfen Problem stehen wird.\u00a0 Auf die Frage von Herrn Saurugg hin, wer eigentlich zu Hause einen Wasservorrat f\u00fcr ca. 14 Tage hat, haben sich nur 5-10% der Konferenzteilnehmer gemeldet.\u00a0 Man erkennt recht schnell, wie sorglos wir in unserer „heilen Welt“ leben und nicht in der Lage sind, eigenst\u00e4ndig gro\u00dfe Problemsituationen zu meistern.<\/p>\n
